TITLE: Senior Manager Business Continuity & Operational Resilience Risk Specialist, CCOR
LOCATION(S): Edinburgh, Glasgow, Leeds, Halifax, Chester, Birmingham, Bristol, Cardiff

HOURS: Full time

WORKING PATTERN: Our work style is hybrid, which involves spending two days per week, or 40% of our time at one of our Risk Hubs.

This means we’re changing how we do risk management, creating a team of second line risk specialists, to provide support aligned to our first line risk owners and control owners to deliver great customer outcomes!

We’re looking for three Business Continuity & Operational Resilience Oversight Senior Managers. You'll support the Head of Function in developing a Business Continuity & Operational Resilience centre of excellence, to assist robust risk management in alignment with the Group’s Enterprise Risk Management Framework (ERMF). You’ll provide thought leadership, insight and oversight on how the Group complies and evidences this across all material regulatory requirements. You’ll drive the approach and implementation of policies, appetite, and control objectives to enable the delivery of customer, regulatory and business strategic outcomes.

Job Description

Key accountabilities:

  • Support the Head of Function in defining risk taxonomy definitions for Business Continuity risk, as well as risk appetite scope, minimum standards, and principles.
  • Act as one of the Group’s Operational Risk specialists and represent the organisation, building strong relationships with external partners, in particular regulators and other governing bodies and providing the authoritative LBG view on the treatment of Operational Resilience and Business Continuity risks.
  • Implementation of Business Continuity & Operational Resilience Risk policies and appetite, including tolerances and thresholds. Lead and facilitate the understanding and adherence throughout the organisation, including ongoing management and continuous monitoring.
  • Develop the policy and appetite around our Group-level Incident Management capability, ensuring regulatory expectations and industry best-practice around Incident Management and Response are reflected in control objectives and oversight.
  • Provide oversight and challenge of each Business Unit Business Continuity & Operational Resilience risk profile, and plays a role in challenging and ensuring appropriate, proportional, and accurate reporting to governance committees.
  • Champion continuous review and enhancement of risk policies & appetite through the identification & assessment of emerging & growing risks, ensure policies and appetite reflect new opportunities or threats.
  • Develop, embed, manage, and report on the Group’s Business Continuity & Operational Resilience Risk model that provides the structure for how the risks aggregate together and a single LBG risk position is formed, including providing thematic periodic updates to risk committees on framework design and operation, and performance of Business Units and Control Functions.
  • Interprets new Business Continuity & Operational Resilience risk regulation accurately and adeptly. Forethinking the direction of travel and anticipating the impact of the proposed changes on the Group.
  • Responsible for ensuring that the Group’s Business Continuity Policy and attached processes/procedures align with all relevant regulatory and compliance obligations on an ongoing basis; this includes the ongoing monitoring and interpretation of new obligations relevant to Business Continuity and maintaining compliance traceability for the policy.
  • Develops effective, ongoing data-led Operational Risk control objectives to meet the needs or risk and control owners, control specialist teams, Audit and external regulators.
  • Supports control owners and specialists to implement control measures that are designed to achieve the control objectives and regularly monitors and validates outcomes.
  • Work in partnerships where risks overlap (e.g. Internal & External Supplier or Data) and proactively engage other risk specialists where required.

What you’ll need:

  • Seen as a technical expert in Operational Resilience and Business Continuity, with specific knowledge of relevant regulation (e.g. SS1/21/SYSC 15A).
  • Understands best in class approaches to operational risk globally and recognised internally and externally as a subject matter authority and capable of influencing regulatory policy
  • Ability to deliver management strategy for complex Financial Services organisations and transform policies and frameworks to deliver this vision.
  • Able to demonstrate confidence to provide credible advice and oversight to support the business and the mandate of the SMF 4.
  • Considered a subject matter authority internally and externally with a strong depth of understanding of the latest Operational Risk frameworks and technology being used across financial and non-financial services.
  • Demonstrates strong knowledge of relevant laws, regulation, industry standards and established industry leading practices.
  • Experience of developing and owning group-level policy and setting risk-appetite, with expertise in continuous monitoring and reporting on group exposure.
  • Evidence of demonstrating good and timely decision making that keeps the organisation moving forward and skilfully balances difficult trade-offs with the ability to understand business strategy and opportunity risks.

  • Recognised internally and externally as a subject matter authority and capable of influencing regulatory policy.
  • Has examples to show how you have used your technical knowledge to ensure the business understands its obligations and demonstrate successful oversight and challenge to ensure adherence to Operational Risk Appetite, including, the ability to identify emerging risks, propose risk mitigating actions that are risk outcome focused, practical and commercially viable.
